The Real Running Costs of a Murcia Resort Home: IBI, Community Fees & Taxes

For a €350,000 golf-resort villa in the Region of Murcia, budget roughly €4,000 to €8,000 a year in running costs. That covers council tax, community fees, refuse charges, non-resident tax, insurance, utilities and pool upkeep — before any personal spending. Your exact figure depends on the resort, the property and how you use it.

Most people fall for the villa first and do the maths later. That's human. But if you've read buyer forums, you've seen the panic posts about surprise community bills and a "Spanish tax" nobody mentioned at viewing — and it's worth getting ahead of that now. None of these costs are hidden if you know where to look.

What is IBI, and how much will you pay?

IBI (Impuesto sobre Bienes Inmuebles) is Spain's annual council tax, paid to your town hall. It's calculated from your property's valor catastral — the government's official rateable value, usually 30–60% below the price you paid. Your town hall applies a percentage (urban rates typically run 0.4–1.1%). For a mid-value Murcia resort home, that usually lands between €500 and €1,000 a year.

What are community (comunidad) fees, and why are they higher on resorts?

Your comunidad fee is what you pay the resort's owners' association to run the shared areas — communal pools, gardens, security, lighting, road upkeep and building insurance for shared structures. Because resorts offer more than a standard apartment block, the fees sit higher. A realistic band for a Murcia resort property is €600 to €1,800 a year — apartments toward the lower end, villas with more shared space toward the top. Always ask for the actual figure and the latest accounts before you buy.

What is the basura (refuse) charge?

Basura is the local rubbish-collection tax, billed separately from IBI in most Murcia municipalities. New EU rules pushed councils to update these charges through 2025, so figures have been rising. For budgeting, pencil in €90 to €200 a year depending on your town hall.

The one that surprises UK buyers: non-resident tax (modelo 210)

Here's the tax the forums shout about. If you own a Spanish home but aren't a tax resident, and you don't rent it out, Spain still charges an annual tax on the property's "deemed" rental value, declared on the modelo 210 form.

The mechanism: you take a percentage of your valor catastral as notional income — 1.1% if your area's cadastral values were revised in the last 10 years, or 2% if not — then apply the tax rate. Since Brexit, UK owners are non-EU residents and pay 24%, versus 19% for EU/EEA residents. On a home with a €160,000 valor catastral, recently revised: €160,000 × 1.1% = €1,760 deemed income, taxed at 24% = about €422 a year. Not nothing — but far from the scary numbers people imagine.

What about insurance, utilities and pool upkeep?

Home insurance for a villa typically runs €300 to €500 a year. Utilities depend on how often you're there: expect €900 to €1,500 annually for electricity and water on a part-time second home, much of it fixed standing charges you pay even when the house is empty. A private pool and garden add €1,000 to €2,000 a year. Apartment owners usually avoid this, as the resort handles communal grounds through your comunidad fee.

Worked example: annual costs on a €350,000 resort villa

Assumes a UK non-resident owner, a private-pool villa, and a valor catastral of around €160,000. A realistic middle case, not a quote.

How to keep costs down (and what really varies)

The biggest swing factors are property type and usage. An apartment sheds the private-pool bill and often carries lower comunidad fees. A home you visit twice a year costs less to run than one you live in half the time. A few honest levers:

  • Buy where the comunidad is well run. Ask for two years of accounts and check the reserve fund.
  • Check the valor catastral before you buy. It drives both your IBI and your modelo 210 bill.
  • File modelo 210 yourself or use a low-cost gestor. Many owners overpay for routine paperwork.
  • Mind the standing charges. Utility standing costs run whether you're there or not.

FAQ

Do I pay non-resident tax if I never rent the property out?

Yes. The modelo 210 imputed-income tax applies precisely because you aren't renting it — it's a tax on notional use, not real income.

Why do UK owners pay more tax than EU owners?

Post-Brexit, the UK is outside the EU/EEA, so the modelo 210 rate is 24% rather than 19%.

Are community fees the same across every Murcia resort?

No. They depend on the amenities and management, so always get the specific figure in writing.

Is IBI based on what I paid for the house?

No — it's based on the lower valor catastral, not your purchase price.

Can I pay all this by direct debit from the UK?

Most of it, yes — IBI, basura and comunidad fees are commonly set up on a Spanish account by direct debit.
